The theory and the practice of the control of the actions of Territorial Sustainable development (TSD) constitute a complex set which requires, to be relevant, that it is processed as a system, called later “TSD system”. This apprehension is not reduced to that of the elements of this set, but also concerns the control of the relations existing between all its elements, and the possible synergy between its elements and of possible related tools, and the control of the global dynamics of this set.

This TSD system has, among others components, a set of specialized tools forming itself a system. This system of tools – called “tools system of the TSD system“ – consists of five basic tools of type (1) “Analytical approach”, (2) “Quality” approach “, (3) “ Approach of action “, (4) “Systematics” and (5) “Problematics”.

A thematic basis approach for ATSD videoconferences, established on these five tools, consists as follows of 99 themes.

1– The thematic basis inferred by the analytical approach of the TSD system is constituted by:

– The six components of territories: (1) “Spaces”, (2) “Networks”, (3) “Population”, (4) “Activities”, (5) “Social, Cultural, Administrative and Political System“, (6) “Territorial Context“.
– The seven types of actions of TSD according to their nature: (1) “Operation of construction”, (2) “Activity of management”, (3) “Operation of adaptation”, (4) “Operation of demolition”, (5) “Project of development”, (6) “Activity of management”, (7) “Project of renewal”.
– The three types of actions of TSD according to the nature of their object and their purpose: (1) the actions on territories to end in sustainable territories, (2) the actions on the means of territorial development (MTD) – Buildings and facilities – to succeed in sustainable MTD, (3) the actions on MTD to succeed in MTD satisfactory from the better environmental or energy point of view.

Namely a total of (6+7+3 =) 16 themes.

2– The thematic basis inferred by the “Quality” approach of the TSD system is constituted by:

– The generic definition of the quality of an entity.
– The explicit series (formal, quality requirement, explicit) of the generic definition of the “quality of an entity”.
– The generic definition of the quality of an action of TSD.
– The necessary instruction, at the generic level:
xxx– Of 36 quality definitions for a generic building {3 (levels of definition) x 4 (quality objectives: energy, environmental, of contribution to sustainable development and optimal) x 3 (types of action: operation of construction, activity of management, operation of adaptation)}.
xxx– Of 9 quality definitions for a generic territory {3 (levels of definition) x 1 (quality objective: sustainable development) x 3 (types of action: project of development, activity of management, project of renewal)}.
– The procedure of specification to pass from generic definitions of generic qualities to specific definitions of particular qualities.

Namely a total of (1+3+1+45+1=) 51 themes.

3– The thematic basis inferred by the approach of action of the system TSD is constituted by:

– The generic definition of the approach of action of TSD.
– The generic procedure of correct consideration of the economic, societal and environmental dimensions of the actions, by every actor concerned by any action of TSD.

Namely a total of (1+1=) 2 themes.

4– The thematic basis inferred by the systematics of the TSD system is constituted by:

– Four categorical principles:
xxx– The necessity of defining any policy of TSD according to three dimensions: economic, societal and environmental.
xxx– The necessity of reflecting the adaptability of the built environment and its components to allow, at best, the control of inevitable sound evolution.
xxx– The necessity of the consideration perms of the role of the culture – the valuable system of a society – in the sustainable development.
xxx– The necessity of establishing the governance of the sustainable territories on democratic practices stemming from the organized management of their development.
– A methodical intellectual rigor concerning all the subjects of TSD.
– A grammar composed of:
xxx– The definition of a generic approach of action significant for all the types of actions.
xxx– A method of specification of this generic approach of action to define the specific approach of action oriented to a particular action.
– A metrics made up of four procedures:
xxx– A ” procedure of global territorial diagnosis “.
xxx– A ” procedure of measure of the quality of the actions of TSD “.
xxx– A ” procedure of surveillance of the quality of sustainable development of territories “.
xxx– A ” procedure of certification of the actions “.
– A set of nine working tools:

5– The thematic basis inferred by the problem of the TSD system is at present constituted by:

xxx– The feature of the ” Social, Cultural, Administrative and Political System ” of territories, particularly according to the point of view ” governance and democracy “.
xxx– The integration of the heritage in sustainable development policies, as go to them added cultural value of the sustainable built environment.
xxx– The valuation of the result of the control of the actions of TSD.
xxx– The prospective of the TSD.
– Two subjects of reflection, concerning the built environment, sensitive in terms of:
xxx– Territorial development: metropolises.
xxx– Societal harmony: the policies of urban renewal.
– Three subjects of reflection, concerning buildings, sensitive in terms of:
xxx– Functionality.
xxx– Operation: the co-ownerships.
xxx– Impact on their territory of setting-up: high-rise buildings.

Namely a total of (5+2+3=) 10 themes.
